TLKM memperoleh pinjaman dari empat bank nasional yaitu BBNI, BBRI, BMRI, dan Bank Jabar bertenor tiga tahun sebesar Rp. 9,2 triliun untuk capex FY 08 US$ 2,5 miliar atau Rp. 23,5 triliun terdiri dari pengembangan broadband seperti pembangunan optik bawah laut di Kalimantan, Jawa, dan Nusa Tenggara; menambah 3000 BTS; dan akan mengakuisisi perusahaan TI di Asia selatan dan Tenggara melalui anak usaha PT Telkom Indonesia Internasional.
